App for Iphone 3gs to allow calling phone numbers thru wifi

I have a 3GS iphone not yet authorized (aint gonna pay25 bux for data etc) ( using as Ipod) and was wondering if there is an app for this phone to call regular landline phones us thru wifi. I know there are apps but folks must have same app for u to call (sa) skype. I want to be able to call plain ole land line numbers. Is there such an app?
